How do I submit an offer on an apartment?
First of all, write it down. If you want your offer to be presented, put it in writing (most brokerages are fine with email).
Include the price you would pay, the apartment address, your percent down, your method of financing, your expected closing date, your full name, your salary, and your income.
example: I, Pat Jones, am offering $10 on the fourth floor at 1600 Pennsylvania Avenue. I will put 30% down at contract signing and finance the other $7 through a mortgage with Acme Bank. I am a heart surgeon with an income of $100,000 a year, and I would can be flexible about the transaction closing date, depending on the needs of the sellers.
